Why Stricter LTO Enforcement Is Good for Filipino Drivers 👮🏻‍♂️

In February 2024, the Land Transportation Office (LTO) in Metro Manila intensified its enforcement efforts, resulting in the apprehension of around 3,500 motorists for various traffic violations. According to LTO-NCR Regional Director Roque Verzosa III, this figure reflects the agency's commitment to upholding road safety and ensuring compliance with traffic laws.

The majority of the apprehended motorists were found to have violated Republic Act No. 4136, commonly known as the Land Transportation and Traffic Code. Among the notable infractions were driving unregistered vehicles, driving with defective accessories or equipment, and driving while wearing inappropriate footwear such as slippers. These violations not only endanger the safety of motorists but also contribute to traffic congestion and road accidents.

Additionally, significant numbers of motorists were apprehended for failing to carry essential documents like the official receipt or certificate of registration, driving without a valid license, and disregarding seat belt and helmet regulations. These violations highlight the importance of adhering to safety protocols and ensuring that vehicles are roadworthy and properly registered.

The drive for stricter enforcement isn't a standalone effort. Other agencies, including the Department of Public Works and Highways and the Philippine National Police's Highway Patrol Group, have joined hands with the LTO, showcasing a unified approach to ensuring road safety.

But, what is the basis of stricter apprehension? And, bakit ngayon lang?

The backdrop to this push lies in the enactment of Republic Act 10930 in 2019, which sought to both extend the validity period of driver's licenses to as much as ten (10) years and introduce a demerit system for violations. This legislative move aimed to incentivize good driving behavior by rewarding law-abiding motorists with longer license validity periods while ensuring that those who don’t face stricter penalties.

This approach necessitates a robust enforcement mechanism to make the extended validity a meaningful reward for responsible driving. Hence, the LTO's increased enforcement measures are not just about penalizing wrongdoers but are integral to cultivating a culture of safety and responsibility on the roads.

By stepping up its enforcement game, the LTO is not only aiming to decrease the number of road crashes but also to instill a sense of discipline among drivers. This is crucial for transforming our roads into safer spaces for everyone.
